service IPacketIOService: The IPacketIOService.
endian Endian: The endian format of the data being read (or null if not known).
textEncoding BinaryTextEncoding: The text encoding format of any strings in the data being read (or null if not known).

TaskIPacketReader
A PacketReader that contains the data read.
